The #Trump admin plans to overhaul the structure of how the US distributes billions of dollars of #ForeignAid, acc/to an internal memo that calls for funding fewer areas that it views as better aligned w/[Trump’s]…geopolitical interests.

The proposal,…comes during a push by Trump & #billionaire #Musk to *shrink* [destroy] the federal govt, which they say misuses taxpayer money for causes that do not advance *US* [their] interests.

In an #executiveorder issued January 20, President Donald Trump paused new #foreignaid funding to global #health programs, and four days later, US Secretary of State Marco Rubio issued a stop-work order on existing foreign aid assistance.

The bipartisan letter, signed by 17 lawmakers & organized by Representative Greg Landsman, #Democrat of Ohio, said that “the #ForeignAid freeze has jeopardized, & may ultimately eliminate, our informational support of #Ukraine on this front.”

The #State Dept & the Yale center “had been preserving evidence of #abducted #children from Ukraine it had identified, to be shared w/ #Europol & the govt of Ukraine to secure their return,” the letter says.

#PeteMarocco, the #State Dept ofcl who oversaw the #Trump admin’s efforts to dismantle the main govt agency distributing foreign #aid, announced in an email on Tues night that he would be replaced at the agency by 2 officials who had been involved in making the cuts.

Marocco said in the email that he would remain at State as director of #ForeignAid, but that 2 other officials would handle what remains of the #USAID.

"As the world’s richest men slash American aid for the world’s poorest children, they insist that all is well. “No one has died as a result of a brief pause to do a sanity check on foreign aid funding,” Elon Musk said. “No one.”

That is not true. In South Sudan, one of the world’s poorest countries, the efforts by Musk and President Trump are already leading children to die.

Peter Donde was a 10-year-old infected with H.I.V. from his mother during childbirth. But American aid kept Peter strong even as his parents died from AIDS. A program started by President George W. Bush called PEPFAR saved 26 million lives from AIDS, and one was Peter’s.

Under PEPFAR, an outreach health worker ensured that Peter and other AIDS orphans got their medicines. Then in January, Trump and Musk effectively shuttered the U.S. Agency for International Development, perhaps illegally, and that PEPFAR outreach program ended. Orphans were on their own.

Without the help of the community health worker, Peter was unable to get his medicines, so he became sick and died in late February, according to Moses Okeny Labani, a health outreach worker who helped manage care for Peter and 144 other vulnerable children.

The immediate cause of death was an opportunistic pneumonia infection as Peter’s viral load increased and his immunity diminished, said Labani.

“If U.S.A.I.D. would be here, Peter Donde would not have died,” Labani said."

#Trump’s #ExecutiveOrder said those agencies should eliminate all operations not codified in #statute as well as "reduce the performance of their statutory functions & associated personnel to the minimum presence & function required by #law."

So far, #Musk's #DOGE has produced potential cuts of >100k #jobs across the 2.3M-member federal civilian workforce, the freezing of #ForeignAid, & the cancellation of thousands of programs & contracts.
